Why Pennsylvania Has No General Contractor License

Trade work like electrical and plumbing is left entirely to individual municipalities, giving Pennsylvania one of the most locally fragmented licensing landscapes in the country.
Home Improvement Consumer Protection Act Requirements
Any person or business performing $5,000 or more in home improvement work annually on a private residence — single-family homes, two-unit buildings, and individual condo or co-op units — must register with the Pennsylvania Attorney General's Office. This applies to sole proprietors, subcontractors, corporations, and partnerships alike; subcontractors must register even when paid directly by a general contractor rather than the homeowner.
- Registration fee: $100, valid two years, filed online through the PA-HICRS system
- Minimum $50,000 personal injury liability and $50,000 property damage coverage required
- Updates to registration information must be filed within 30 days of any change, at no cost
- Registered contractors receive a unique PA Home Improvement Contractor number (PA#)
- Exemptions: contractors under $5,000 in annual work, and retailers with net worth over $50 million
Unregistered contractors face civil penalties of $1,000 or more and can be legally barred from offering or performing home improvement work. Commercial property work falls outside HICPA entirely — it applies only to private residences.
