The Ohio Construction Industry Licensing Board (OCILB) licenses just five specialty trades — electrical, HVAC, plumbing, hydronics, and refrigeration — and only for commercial projects. Why Ohio Licensing Is Split Three Ways
Ohio's licensing framework has three separate layers. First, OCILB licenses five specialty trades for commercial construction only, under Ohio Revised Code Chapter 4740. Second, residential construction is governed by contract-law requirements rather than a licensing board — Ohio Revised Code Chapter 3781 explicitly excludes residential buildings from OCILB's jurisdiction. Third, general contracting of any kind is licensed locally, with each city or county setting its own application, bond, and insurance requirements.
OCILB's Five Licensed Commercial Trades
Electrical
Commercial electrical contracting under OCILB — Business and Law plus National Electrical Code trade exams required.

Plumbing

OCILB Exam, Fees & Experience
Each OCILB trade license requires two PSI-administered exams — a Business and Law portion (50 questions, 2 hours, covering Ohio contracting statutes) and a Trade Technical portion specific to the license (NEC for electrical, Ohio plumbing code for plumbing, and so on) — both requiring a 70% passing score.
- Application fee: $25 (non-refundable)
- Exam fees: $69 per portion, or $100 for both in one sitting
- Renewal: $60 annually, or $180 for a three-year cycle
- Experience: 5 years as a journeyman in the trade, or 3 years as an Ohio-registered engineer in a related field, or qualifying military service
- Liability insurance: $500,000 minimum per occurrence, with OCILB named as certificate holder
- Workers' compensation coverage is mandatory through the Ohio Bureau of Workers' Compensation for all employers
Home Construction Service Suppliers Act — Not a Registration System
Many guides describe Ohio residential builders as needing to "register" with the state — that's outdated. Under the Home Construction Service Suppliers Act (Ohio Revised Code Chapter 4722), effective August 31, 2012, builders constructing one- to three-family residences (or single units within larger buildings) under contracts of $25,000 or more must instead use a written home construction services contract meeting specific requirements: builder and owner identification, property location, service description, timeline, cost, and proof of at least $250,000 in liability insurance.
In exchange for meeting these contract requirements, builders are exempted from treble-damages liability under Ohio's Consumer Sales Practices Act — though many unfair or unconscionable acts remain unlawful, with other remedies still available to homeowners. This is a contract-compliance framework, not a license or registration filed with any state agency.

Ohio Contractor License Reciprocity
OCILB Trades — Limited Reciprocity
Ohio's HVAC license is recognized in Kentucky, West Virginia, Tennessee, Alabama, Mississippi, South Carolina, Louisiana, and Ohio accepts an out-of-state Arkansas plumbing license, typically waiving only the trade exam. Applicants must still pass Ohio's (or the reciprocating state's) Business and Law exam and meet other requirements.
General & Residential Contracting — No Reciprocity
Because general and residential contracting is licensed locally rather than statewide, there is no state-level reciprocity to speak of — an out-of-state contractor must apply directly to each Ohio city or county where they intend to work.
