Connecticut regulates contracting entirely at the state level through the Department of Consumer Protection (DCP) — there's no single "general contractor" license. Instead, Home Improvement Contractors and New Home Construction Contractors register with DCP, while individuals in skilled trades (electrical, plumbing, HVAC, sheet metal, fire protection, elevator) hold separate DCP trade licenses.

Registration vs. Trade Licenses
Home Improvement Contractor (HIC)
Registration for companies/individuals doing home improvement work. Includes contract rules, disclosures, and participation in the Home Improvement Guaranty Fund.
New Home Construction Contractor (NHCC)
Registration for building new residential dwellings. Participants pay into the New Home Construction Guaranty Fund and follow DCP contract rules.
Electrical (E-1/E-2)

Connecticut License Reciprocity
No Formal Reciprocity Agreements
DCP does not maintain reciprocity agreements with any other state for its licensed trades (electrical, plumbing, HVAC, and the rest). Out-of-state applicants must generally take and pass Connecticut's own exam(s), regardless of how long they've held a license elsewhere.
The Narrow Exception (CGS §20-333a)
Connecticut law allows the DCP commissioner to grant a license without exam if the applicant's home state has requirements substantially similar to or higher than Connecticut's — and that state extends the same courtesy to Connecticut license holders. This is a mutual, case-by-case determination, not a standing agreement, so confirm directly with DCP before assuming it applies to your state.
Bond & Fund Requirements
Connecticut doesn't use a universal statewide "contractor license bond" the way most states do — instead, contractors participate in consumer protection guaranty funds, plus a separate nonresident tax compliance bond if applicable.
- Home Improvement Guaranty Fund: reimburses consumers up to $25,000 per claim, funded by annual contractor assessments
- New Home Construction Guaranty Fund: reimburses consumers up to $30,000 for uncollected damage awards
- Nonresident Contractor Tax Bond (DRS): a 5% guarantee/verification bond (or cash) may be required to secure CT tax compliance on a project — Forms AU-961 (blanket) and AU-964 (single job)
