Utah requires contractors to be licensed through the Division of Professional Licensing (DOPL). Licenses are issued by classification, including General Engineering, General Building, Residential/Small Commercial, and over a dozen specialty trades such as HVAC, Solar, Roofing, Fire Suppression, and Elevator. Contractors must complete a 25-hour pre-license course, pass required exams, maintain liability insurance, and in some cases file a bond.
Utah also accepts endorsement applications from out-of-state contractors with at least one year of equivalent licensure, provided they meet Utah’s insurance, bonding, and Business & Law exam requirements.

Insurance & Bonds
- All contractors must carry general liability insurance – minimum $100,000 per incident / $300,000 aggregate, covering full scope of work.
- Workers’ compensation required if employees or owner-workers under 8% ownership are on payroll.
- Certain classifications (e.g., Fire Suppression, Elevator, Limited Scope) require additional exams, trade licenses, or documentation.
RECIPROCAL STATES
Utah Contractor Reciprocity / Endorsement
Utah allows contractors licensed in other jurisdictions to apply by endorsement. To qualify, you must have held an equivalent out-of-state license for at least one year in good standing. The applicant must show at least 50% company ownership continuity from the original license and submit official license verification.
Requirements
- Proof of experience and exams equivalent to Utah standards.
- Completion of the 25-hour Pre-Licensure Course and, if required, the 5-hour Business & Law Course and Utah Business & Law Exam.
- Proof of general liability insurance and workers’ compensation coverage.
- Evidence of financial responsibility.
Limitations
Some states do not issue full general contractor licenses. In these cases, Utah may accept trade-specific licenses (e.g., Electrical, Plumbing, HVAC, Elevator) if they required exams and professional qualifications. Business registrations alone are not equivalent.
