Montana Construction Contractor Registration (CCR) — ERD

Montana’s Employment Relations Division (ERD) requires most construction businesses to complete Construction Contractor Registration (CCR) before performing work in the state. CCR ties directly to workers’ compensation compliance and—if you hire employees—unemployment insurance.

Businesses or individuals that **contract for construction services** in Montana must register with ERD. Registration is required regardless of residency when you engage in construction activity within the state.

Coverage compliance

To register, you must either maintain **workers’ compensation insurance** for your employees or hold a valid **Independent Contractor Exemption Certificate (ICEC)** if you operate as an independent contractor. If you employ workers, you must also comply with **unemployment insurance** requirements.

When CCR is not the right path

State-licensed trades

Separate state boards license certain trades (e.g., **electrical** and **plumbing**) through Montana’s Business Standards Division. If your scope requires a trade license, obtain that credential in addition to any CCR obligations.

Local permits

Cities and counties may require local permits/registrations even after you complete CCR. Always verify with the local building authority.
