In Delaware, there is no single statewide general contractor license. Instead, all contractors must first obtain a Delaware business license from the Division of Revenue, and nonresident contractors are often required to post a tax compliance bond on larger projects. Trade licensing — including electrical, plumbing, and HVACR contractors — is regulated by the Delaware Division of Professional Regulation (DPR).
Requirements vary depending on license type, but may include verified experience, passing state trade exams, proof of liability insurance, and bonding for nonresident work. Municipalities may also set additional rules for permits or specialty work.

Delaware Contractor Licensing
Delaware contractors must register at the state level for both business licensing and trade licensing. The Division of Professional Regulation (DPR) regulates specific trades, while the Division of Revenue requires a state business license and may require bonding for nonresident contractors.
General Business / Construction Registration
Nonresident Contractor License
Out-of-state contractors must register and may be required to post a surety bond (usually 6%–10% of contract value) to guarantee Delaware tax compliance.
State Trade Licenses (DPR)
Electrical
Master, Journeyman, and Limited licenses issued by DPR. Exam and experience required.
Plumbing
Plumber, Master Plumber, and limited licenses issued by DPR. Includes gas piping and related work.
HVACR
Heating, Ventilation, A/C, and Refrigeration contractors licensed by DPR; exam and experience required.
Other Trades
Additional boards regulate sprinkler fitters, elevator mechanics, and related specialties.
Bond Requirements
- Business License Bond: Delaware generally does not require a bond for resident contractors.
- Nonresident Contractor Bond: Required by Division of Revenue (usually 6%–10% of contract) to ensure state tax payment.
- Trade Boards: DPR does not mandate contractor bonds, but insurance and exam requirements apply.

RECIPROCAL STATES
Delaware Contractor License Reciprocity
Delaware does not maintain broad reciprocity agreements for contractor licenses. Most contractors must meet Delaware’s requirements and pass the state exam.
Electrical & Plumbing: The DPR may allow license by endorsement if another state’s licensing standards are substantially similar, but this is evaluated case-by-case. Applicants should not assume reciprocity.
